Add carrots, radishes, sugar, salt, and pepper; stir to combine.

Cover and cook, stirring occasionally, until carrots are tender-crisp, about 8 minutes.
Uncover, and add snow peas.
Cook over medium-high, stirring often, 1 minute.
Remove from heat, and stir in lemon juice and chives.
Garnish with additional chives before serving.
