Cook pasta according to package directions for al dente.

Drain pasta, and transfer to prepared baking dish.
Add breadcrumbs; stir to coat, and set aside.
Preheat oven to 350F.
Melt remaining 4 tablespoons butter in a small saucepan over medium.
Gradually drizzle in milk, whisking constantly, and bring to a gentle simmer over medium.
Remove white sauce from heat, and cover to keep warm.
Stir in hot sauce (if using), salt, and pepper.
Pour cheese mixture over pasta in baking dish; stir until well incorporated.
Bake in preheated oven until hot, bubbly, and lightly browned on top, 25 to 30 minutes.
Garnish with scallions just before serving.
