Stir together flour, baking powder, and salt in a medium bowl until combined.
Add eggs, 1 at a time, beating well after each addition.
Add honey and lemon zest, beating until combined.
Spoon evenly into prepared paper liners.
Transfer to a wire rack, and let cool completely, about 1 hour.
With mixer on low speed, gradually add powdered sugar, tupelo honey, and heavy cream.
Increase mixer speed to high, and beat until fluffy, 2 to 3 minutes.
Pipe or spoon onto cooled cupcakes.
Garnish with edible flowers (if using).
