Add beans to skillet; cook, stirring often, 1 minute.

Add coconut milk, bouillon, fish sauce, salt, and pepper.
Simmer over medium-high, stirring often, 8 minutes.
Add scallions; cook, covered, until beans are tender, about 3 minutes.
Season with additional fish sauce, salt, or pepper to taste.
Serve with cooked rice.
