Add shrimp to vegetables, and pulse until shrimp are finely chopped.
Add masa harina, and stir until a sticky dough forms.

Cover with plastic wrap, and chill until ready to cook.
Prepare the Soup: Heat oil in a medium saucepan over medium-high.
Transfer vegetables to food processor.
Process until pureed and smooth.
Bring Soup to a boil over medium-high; immediately reduce heat to medium-low and simmer.
Carefully submerge Albondigas into Soup.
Cover saucepan, and simmer until Albondigas are cooked through, about 15 minutes.
Serve over hot cooked rice, and garnish with green onion.
